German telecoms body calls for far-reaching changes to iGaming legislation

Germany’s association of telecommunications and media businesses (DVTM) has called on the country’s State Prime Ministers to continue work on a revised State Treaty on Gambling by developing a practical framework for the oversight of iGaming.
The DVTM says it welcomes the decision to amend the State Treaty but believes that more needs to be done to ensure a smooth roll-out of new legislation.
The association argues that simply amending legislation is not enough, and that a series of studies and surveys need to be carried out to ensure “the implementation of European market-compatible and sustainable regulations.”
“The need to act is especially great today,” DVTM chair Renatus Zilles explained. “We therefore call on the Prime Ministers to start negotiations for the third iteration of the State Treaty on Gambling.”
It calls for research on how best to form a country-wide regulatory body to replace the unconstitutional Glücksspielkollegium, and to calculate tax rates that will ensure a viable market for operators and the states. A concrete regulatory framework for advertising should also be devised, the association added.
The DVTM, which maintains a think tank’ of experts comprising former lawmakers and business leaders, has already submitted a number of potential strategies and recommendations on iGaming to the Prime Ministers.
“We can present concrete proposals for implementation by means of concepts, models and a specific industry code,” Zilles said. “The necessary knowledge is already largely available.
“Supported by our advisory board of former Prime Minister Wolfgang Clement, Professor Dr Patrick Sensburg, Peter Schaar and Professor Dr Helmut Thoma, we would like to put this information in the hands of the officials.”
