Gambling Compliance: German Liberalisation Would Quash Illegal Market, Study Says

If Germany opened its online gambling model to allow every qualified applicant to get a licence, only 8 percent of players would patronise illegal sites, a researcher said last week.

Opening the market to all capable operators — like Denmark did — would boost tax revenues, keep
jobs in Germany, and improve protection of consumers and players, said Iris Henseler-Unger of WIKConsult, a German consulting group that examines infrastructure.

Henseler-Unger, an economist and former telecommunications regulator, was speaking last week in
Berlin at a conference sponsored by ECO, the Association of the German Internet Industry.

Gaming Intelligence: Stakeholders see 2018 as year for progress on German gaming legislation

While a wide consensus has formed across the German gambling industry, political parties, and media and telecommunications associations regarding the future shape of gambling legislation, there are still clear divides on how this should be achieved.

The European Court of Justice’s recent ruling on Germany’s State Treaty on Gambling has confirmed in everybody’s mind that change is inevitable. The 2012 legislation has been dogged by controversy from the outset. After the process to award the country’s twenty sports betting licences collapsed amid a flurry of legal challenges, the ECJ pilot process has now paved the way for infringement proceedings to be launched.

Gambling Compliance: German Jackpot Sparks Lottoland Confrontation

A €14m jackpot won by a German player on Lottoland, the fast-growing secondary lottery website, has prompted criticism from the country’s state-owned lotteries which see the company as an “illegal” competitor.
